Tata Consultancy Services (TCS), a global leader in digital transformation and public infrastructure, is playing a pivotal role in delivering the Scottish Government’s Public Service Reform Strategy through its strategic partnership with the Improvement Service.

TCS is internationally recognised for its leadership in Digital Public Infrastructure (DPI), having delivered sovereign digital platforms across India and other nations. Its solutions such as DigiBOLT™, SovereignSecure Cloud™, and AI-powered automation are transforming how governments deliver citizen services securely, efficiently, and at scale.

In Scotland, TCS’s collaboration with the Improvement Service has enabled the development of a suite of digital services now used by all 32 local authorities. These include:

These platforms directly support the Scottish Government’s reform pillars of Prevention, Joined-Up Services, and Efficiency, as outlined in the Public Service Reform Strategy: Delivering for Scotland. The strategy aims to create a public service ecosystem that is person-centred, fiscally sustainable, and digitally enabled.

Andrew Campbell, Head of Digital Public Services at the Improvement Service, said: “Delivering once for all 32 local authorities not only improves the service for citizens but enables councils to achieve significant savings and efficiencies.”

TCS’s work in Scotland exemplifies how global expertise can be harnessed to deliver local impact. By combining innovation with collaboration, TCS is helping Scotland build a resilient, agile, and inclusive public service system—aligned with the Government’s vision for a fairer and more prosperous future.
