Question?

What potential impacts might arise for Scotland if all citizens were able to access a predictive, personalised, and preventative telecare service, powered by data and integrated seamlessly across the wider health and social care landscape?

A Defining Moment for Scotland

Scotland stands at a pivotal moment in its journey to transform telecare. Significant progress has been made over the past few years, and the sector is well placed to meet the impending digital deadline of January 2027.

The dedication shown by Service Providers throughout Scotland deserves enormous recognition, as their commitment has ensured these vital services continue to assist more than 140,000 citizens with minimal interruptions. With this milestone achieved, the question now arises; what comes next?

The analogue to digital shift is more than a technical upgrade; it is a catalyst for rethinking how we deliver care, improve integration and empower citizens. At the heart of this transformation is the Digital Office for Scottish Local Government’s Digital Telecare Programme, a collaborative effort that has already achieved many significant milestones and is now playing a key role in reshaping the future of health and social care.

Three of the Digital Telecare workstreams exemplify this ambition and together they form the backbone of a strategy that is not only modernising infrastructure but also unlocking long held innovation ambitions across the sector.

Shared ARC: Building a National Platform for Resilience and Integration

The Shared Alarm Receiving Centre (ARC) Programme is a game-changer. By creating a national, cloud-based platform for alarm handling, the Shared ARC removes the technical and financial burden of individual systems and introduces economies of scale.

Reaching far beyond operational efficiency, the Shared ARC is paving the way for integrated care pathways. Its design supports interoperability through open standards, unlocking new opportunities in areas such as reciprocal call handling, better use of data and the use of AI and automation; features that will allow telecare to connect seamlessly with digital health systems.

This is the foundation for a Scotland where health and social care is not fragmented but integrated and coordinated, ensuring that citizens receive the right support at the right time.

Telecare Data Programme: Turning Information into Insight

Data drives innovation. The Telecare Data Programme is tackling one of the sector’s biggest legacy challenges: the lack of standardised, interoperable data. By collaborating with the sector to develop the Telecare Information Framework (TIF), the programme is enabling services to collect and share meaningful information.

This isn’t just about dashboards and benchmarking. It’s about data-driven innovation that supports predictive, personalised, and preventative care. Imagine the impact on early intervention and prevention when telecare alerts are not only responded to but anticipated prior to crisis. Where patterns in data help telecare teams identify risks before they escalate, and interventions are tailored to citizen’s needs.

Telecare Benefits Framework: Proving the Value, Driving Adoption

Innovation needs evidence. The Telecare Benefits Framework provides a structured approach to measuring the impact of telecare across Scotland. By applying consistent evaluation methods, it demonstrates the impact telecare has on improving wellbeing, reducing unscheduled admissions and accelerating discharge, and supporting independent living.

Some of the key findings from the most recent analysis include a 28% improvement in service user wellbeing, a £50,000 reduction in residential care costs per service user, and 870 fewer ambulance callouts for providers using responder services over a 12 month period.

This framework is more than an academic exercise; it is a powerful tool for decision-makers. It ensures that every investment in telecare translates into measurable outcomes, strengthening the case for continued support and expansion.

Why This Matters: A Vision for Scotland

These workstreams are not isolated projects; they are interconnected pieces of a bigger picture. Together, they enable a system where data informs decisions, technology bridges gaps, and care is truly person-centred.

The benefits are profound:

  • Citizens living independently for longer
  • Services operating with greater efficiency and resilience
  • A health and social care system that is integrated and makes the shift from reactive to proactive
  • A reduction in unscheduled admissions

This is the Scotland we can build together: a Scotland where digital telecare is not just a safety net but a springboard for better lives.
